ITALY has attempted to steer off a collision course with Brussels by pledging to reduce public debt despite rattling markets with its plan to increase deficit spending next year. Italian finance minister Giovanni Tria has been forced to defend plans to run a huge 2019 budget deficit of 2.4 percent, three times the previous administration's target.
